Business Development & Proposal Manager

We are looking for an enthusiastic and experienced business development, capture, and proposal development leader to join Gannett Fleming and serve in a key and visible role to help drive and manage the planning, development, and execution of business development support in our Raleigh, NC office. Working as part of Gannett Fleming’s leadership team in Raleigh and focusing on growing our transportation business line, the BD & Proposal Manager will manage current staff and ideally expand our Raleigh team. This position will supervise Proposal Specialists and other staff as assigned. The ideal candidate should be active and engaged in the North Carolina transportation market and have successful experience providing marketing, capture planning, and proposal development leadership and support to other engineering and/or construction firms (i.e., A/E/C).

The BD & Proposal Manager will work closely with project, operations, and other business development leaders to help influence and support the BD life-cycle from marketing to capture planning phase through proposal development, submittal, and any related post-submittal activities.


  • Lead or ensure the implementation of market assessment and capture planning activities in close coordination with Business Line Leaders and Project Managers.
  • Provide recommendations for and support to pre-positioning activities, including: assisting with pre-RFQ and pre-RFP activities such as: coordinating white papers; helping develop conference attendance strategies; overseeing the successful implementation of local conferences; and helping with client development plans and follow-up needs.
  • Review client business plans to develop a broad understanding of market growth strategies and client relationships.
  • Lead Capture Management support activities such as: facilitating workshops; performing gap analysis; summarizing key value propositions and sales/win themes; and performing targeted client/opportunity-specific research.
  • Provide proposal development leadership to support a variety of top-level proposal submittals. Will lead key proposal efforts and also supervise the work product of individual staff supporting the proposal (assistant proposal specialists, proposal specialists, graphics, print production, etc.).
  • Organize, coordinate, and direct proposal resources for various tasks from early pre-RFQ/RFP phase of proposal planning through and including proposal preparation and production.
  • Plan, prioritize, and manage the workload and BD resource needs for Raleigh proposal team.
  • Ensure the timely completion of high quality proposals, SOQs, and other materials as needed.
  • Lead, supervise, coach, and mentor team on a day-to-day basis. Perform annual career development evaluation and performance reviews of staff.
  • Provide writing, messaging, and editing support, proofing, and review of proposals, presentations, and SOQs as needed.
  • Provide guidance on best practices and department initiatives to other company departments and routinely collaborates with marketing staff, project managers, practice leaders, and administrative staff throughout the organization to ensure consistent communication of department and company objectives.
  • Participate in training and knowledge sharing activities and demonstrates progressive ability over time to incorporate best practices into daily work assignments Perform self-check of work products and coordinate independent quality control review in accordance with quality procedures for proposal compliance outlining and content development.
  • Other duties as assigned.

Minimum Qualifications:

  • Degree in marketing, journalism, communications, business or applicable field or a technical/scientific discipline related to GANNETT FLEMING’s core businesses Minimum 5-10 years of combined prior capture, marketing, and/or proposal development/support experience is required. Some degree of staff supervisor experience is preferred.
  • In-depth understanding of architectural, engineering, design, and/or construction management services for transportation market in North Carolina.
  • Excellent leadership, professional writing/editing, communication, and organizational skills.
  • Strong ability to perform multiple tasks concurrently and work in fast-paced environment when required.
  • A strong understanding of the market sectors served by GANNETT FLEMING’s industry (environmental remediation, civil engineering and consulting, and construction related to these fields).
  • Competency in InDesign and Microsoft Office applications (Word, Excel, Power Point).
  • Ability to travel, if needed, approximately 10% of the time.
